CLEARANCE · WARRANT · COMPLY

Independent assurance. Without compromise.

Three certification products providing independently maintained verification of sovereign AI posture. Assessors are organisationally separated from implementation teams. There is no incentive to pass what should fail.

THE INDEPENDENCE PRINCIPLE

Assessment and implementation are not the same business.

The organisations best qualified to assess sovereign AI posture are not the ones who built the system. CLEARANCE certification is conducted by assessors with no implementation relationship to the organisation being assessed. The independence is structural, not promised.

THREE PRODUCTS

Register. Certificate. Ongoing attestation.

Each product serves a distinct purpose in the sovereignty evidence chain — from first certification to sustained assurance over time.

CLEARANCE

The Sovereign AI Register

USE WHEN

When you want to make a publicly verifiable, independently supported claim of sovereign AI posture.

CLEARANCE is the public register of independently assessed sovereign AI deployments. Entry requires a full assessment against the Sovereign AI Governance framework. The register is public — accountability is the point. Organisations listed on CLEARANCE will have met the assessed threshold for Sovereign Capable posture at their date of assessment.

WARRANT

Point-in-Time Certification

USE WHEN

When you need dated, signed evidence for board reporting, procurement qualification, or contractual compliance.

A WARRANT is a dated certificate issued by an assessor who is organisationally independent of any implementation relationship with your organisation. It records that at a specific date your AI estate met the assessed threshold for Sovereign Capable posture. Board-ready. Procurement-ready. Legally legible.

COMPLY

Ongoing Attestation

USE WHEN

When you have achieved Sovereign Capable posture and need to sustain and evidence it over time.

Sovereignty is not a one-time state — it requires continuous attestation as your AI capability evolves. COMPLY provides quarterly reassessment against the framework, flags posture drift before it becomes material risk, and maintains a rolling evidence base for governance and regulatory purposes.

THE ROUTE TO CLEARANCE

Audit → Build → Certify.

01

Governance Audit

Map your gap against the Sovereign AI Governance framework. The audit deliverable defines what the build needs to close.

02

Sovereign Stack Build

Implement the Sovereign Stack to close the identified gaps. The build is scoped to the audit finding.

STANDARDS DISCLAIMER

These are MissionOpsAI's own standards — the test we hold ourselves to first, and the basis on which we offer assessment to others. They are not regulatory or official guidance and do not represent the position of any government, regulator or standards body. The sovereign-AI landscape and the guidance around it are developing; we will update these standards as formal guidance emerges. Nothing here is legal advice; organisations should take their own.

COMMON QUESTIONS

Questions about certification.

How is CLEARANCE kept independent?

Assessors who conduct CLEARANCE reviews are prohibited from holding implementation relationships with the same organisation. Assessment fees fund the register. There is no commercial incentive to certify organisations that should not pass — and every entry is reviewable.

What is the difference between WARRANT and CLEARANCE?

WARRANT is a point-in-time certificate — a dated, signed document useful for procurement, board reporting, or contractual evidence. CLEARANCE is the public register entry that records ongoing assessed status. Most organisations pursue WARRANT first, then CLEARANCE when they wish to make a publicly listed claim.

Does CLEARANCE align with existing standards?

The framework maps to ISO/IEC 27001:2022 (information security management), UK data protection legislation (UK GDPR and the Data Protection Act 2018), and the EU AI Act risk classification system. Evidence produced for CLEARANCE assessment is structured to be reusable in other compliance submissions.
